CAG Fiscal year 2021-2031 Transportation Improvement Program (TIP) download

The Central Arizona Government’s (CAG) Fiscal Year 2021-2031 Transportation Improvement Program (TIP) is available for review and comment.  The public comment period will start from April 16, 2021 through June 1, 2021.

CAG is responsible for programming the available Surface Transportation Block Grant Program (STBGP) dollars apportioned within the transportation planning boundaries of the CAG Region, as well as other federally funded and/or regionally significant transportation projects.  The CAG Fiscal Year 2021-2031 TIP programs these funds in alignment with the State Transportation Improvement Program (STIP).

Financial Audit Services

The Central Arizona Governments (CAG) seeks to enter into a contract with a qualified vendor for the procurement of annual financial audit services for our non-profit, planning agency.

CAG is a formally organized, quasi-governmental, non-profit corporation serving as a Council of Governments for the cities, towns, tribes and county member entities within Gila and Pinal Counties.  CAG is governed by a Regional Council comprised of public officials that are appointed or elected by their respective governments, providing a platform where regional issues and planning can be addressed.  In the primarily rural areas of central Arizona, CAG performs grant-funded planning services and direct service functions such as Transportation planning, Economic Development planning, Community Development Block Grant administration and technical assistance and Environmental Quality technical assistance and 208 Plan Reviews.  CAG also offers member entities grant-writing assistance and other direct fee services.

The audit(s) will be prepared in accordance with U.S. generally accepted auditing standards and standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States.

The following items will be required in each final audit report:

  • Expressed opinion on the fair presentation of CAG’s financial statements
  • Fund Statements
  • Notes to Financial Statements
  • Combining Statements
  • Report on the internal control system in accordance with GAS
  • Report on compliance in accordance with OMB 2 CFR  Part 200
  • Schedule of Findings and recommendations for change in internal accounting procedures.

The Request for Proposals are due April 29, 2021. Vendors will prepare proposals in compliance with all of the instructions outlined in the RFP.  Partial or incomplete proposals will be rejected.  A vendor official with legal authority to bind the vendor must sign the proposal in ink.  All proposals must be firm.  Please submit an original signed copy and an electronic copy of your proposal to:

The purpose of this hearing is to discuss and comment on EPCOR’s DRAFT 208 Plan Amendment to the CAG Section 208 Water Quality Management Plan for the Pecan and San Tan Wastewater Reclamation Plants (WRPs).  The hearing will address two requests that would amend the CAG 208 Water Quality Management Plan:  1) The deconsolidation of the Pecan and San Tan WRPs from the 2006 Johnson Utilities Consolidated Service Area 208 Plan Amendment (JU Consolidated Plan); 2) Allowance for effluent surface discharge locations for emergency purposes only for the Pecan WRP.

Written comments may be submitted to CAG no later than 6:00 PM on Tuesday, June 22, 2021.  A summary of the public comments received will be submitted as part of the Amendment Package to ADEQ for further consideration.  Written and verbal comments are welcome at the Public Hearing.  A copy of EPCOR’s DRAFT 208 Plan Amendment to the CAG Section 208 Water Quality Management Plan will be available for public review starting May 6, 2021 online on CAG’s website www.cagaz.org.  Hard copies can be reviewed starting the same time at the following locations:

The purpose of this hearing is to discuss and receive comments on these three coordinated DRAFT 208 Plan Amendments to the Central Arizona Governments (CAG) Section 208 Water Quality Management Plan.  The hearing will address the establishment of the revised Designated Management Area (DMA) boundaries for the Town of Miami, the City of Globe and TRSD as well as the construction of the TRSD’s collection and treatment system within Gila County.  The three individual entities share boundaries with Miami providing service for their customers in the west, Globe for theirs in the east and TRSD for their customers in between. TRSD is seeking to build the first phase of a regional collection system and a Water Reclamation Facility (WRF). The .65 MGD WRF will be located south of Hwy. 60 approximately west of Woodward St. and Russel Rd. discharging into Russel gulch south of the plant. Each entity has a planning document authorizing service in their designated area approved by the Central Arizona Governments Council of Governments for public review. After public comments and further agency review those plans will be presented to the Arizona Department of Environmental Quality (ADEQ) and then the United States Environmental Protection Agency (EPA) through Section 208 of the Federal Pollution Control Act (Clean Water Act). 

The documentation of the DMA boundaries designates the customers to be served by each entity and the provider responsible for providing that service. The DMA designation for wastewater services obligates the provider to provide for the maintenance and protection of ambient water quality in their defined area.  The three applicants have demonstrated their legal, financial, and technical capabilities to carry out water quality planning for all the wastewater needs in their region.

The proposed plan amendments address how the applicants will manage the wastewater resources within each DMA area to ensure compliance with all regulatory and permitting requirements, and to meet the demands of existing and proposed development.
