The Town of Payson (Grantee) has been awarded a federal Community Development Block Grant (CDBG) through the
Arizona Department of Housing for the ADA Main Street Improvements project. The Town will accept bids from qualified firms registered with the Arizona Registrar of Contractors to perform the following services:
CDBG funds will be used for the following construction services: removal of barriers in civic spaces and facilities within Payson’s municipal boundaries with the primary focus being Fire Station 11 located at 400 W. Main Street. This will include the parking lot, sidewalks, and any other areas within 1000 feet that would benefit from the removal of barriers, and associated and miscellaneous construction work, all part of the ADA Main Street Improvements Project. All bids must be on a unit-price basis. Segregated bids will not be accepted.
Bids must be sealed, labeled “ADA MAIN STREET IMPROVEMENTS”, and delivered to the Town of Payson; ATTN: Tracie Bailey, 303 N. Beeline Highway, Payson, AZ 85541, no later than 2: 00 p.m. on February 26, 2026. Faxes are not acceptable. Late bids will be returned unopened.
Minority, woman-owned and disadvantaged businesses are encouraged to submit. Grantee may waive informalities in the bids, may negotiate with any and all bidders, and may reject all bids if it is deemed in the best interest of Grantee.

Pre-Proposal Meeting (Mandatory):
A mandatory virtual Pre-Proposal Meeting will be held on Tuesday, January 20, 2026, at 10:00 AM MST. Access credentials provided upon request to rose.polk@fin.scat-nsn.gov. Attendance will be logged.
Clarifications: Inquiries are to be submitted to Rose Polk, Purchasing Manager, via email at rose.polk@fin.scat-nsn.gov by 3:00 PM MST, Friday, January 23, 2026. Addenda will be emailed to planholders and those registered for the pre-proposal meeting and where feasible, cross-posted to third-party outlets by Monday, February 2, 2026, at 3:00 p.m. MST. Only written Addenda modify the RSOQ.
Proposal Submission Deadline: 3:00 pm MST, Tuesday, February 17, 2026. Proposals are to be hand-delivered or mailed to Rose Polk, Purchasing Manager, San Carlos Apache Tribe, 3A San Carlos Avenue / PO Box 0, San Carlos, Arizona 85550. Submit one (1) original unbound and five (5) bound copies of the hard-copy proposal – six (6) hard-copies total. Also include an electronic native PDF version of the proposal on a flash drive. This A&E procurement uses Qualifications-Based Selection (QBS); no cost proposals will be accepted at submission. |

The purpose of the Miami Trail System Study is to complete a trails study to improve walking, biking, and rolling (e-scooters, wheelchairs and mobility devices) for the Miami area. The trail extends from Bullion Plaza Cultural Center & Museum to the Miami Unified School District.
A virtual meeting was held on January 7, 2026 with the above presentation that includes an updated trail alignment, recommended improvements, estimated improvement costs, and safety improvements. The Trail System Study has a comment form open until January 21, 2026 for input on the trail alignment, study recommendations and desired improvements.
